NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Borough of Rumson on or before Tuesday, October 28, 2025, at 11:00 AM by the Municipal Clerk, Borough of Rumson, 80 East River Road, Rumson, New Jersey, at which time said bids will be publicly opened and read aloud. The Borough is requesting a statement of qualifications and a proposal from individuals or firms qualified to provide cellular antenna installation consultant services. The Borough is seeking an individual or firm that can perform all the duties and responsibilities as described throughout the Request for Qualifications and Proposal.

Each proposal shall be signed by the bidder and contained in a sealed envelope, which envelope shall be addressed to the Municipal Clerk, and shall contain on the face of the envelope a statement that it is a proposal on said item.

Request for Qualifications and Proposal may be obtained from the Municipal Clerk's Office at 80 East River Road, Rumson, New Jersey 07760, Monday to Friday during normal business hours 8:30AM to 4:30PM. Phone number is 732-842-3300.

The proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq.

The award of the contract shall be made after evaluation, by resolution of the governing body.

REQUEST FOR QUALIFICATIONS AND PROPOSAL THE BOROUGH OF RUMSON, COUNTY OF MONMOUTH, NEW JERSEY

WIRELESS COMMUNICATIONS TOWER MANAGEMENT/OWNERSHIP ASSUMPTION PROCESS MANAGEMENT CONSULTANT

The Borough of Rumson (the "Borough") is soliciting Qualification Statements and Proposals from interested persons and/or firms for the provision of the services listed below. Through a Request for Qualification ("RFQ")/Request for Proposal (“RFP”) process, persons and/or firms interested in assisting the Borough with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in this RFQ/RFP. Qualifications and a proposal must be received by the Municipal Clerk of Rumson on or before Tuesday, October 28, 2025, at 11:00 AM at the office of the Municipal Clerk located at 80 East River Road, Rumson, NJ 07760. They will be publicly opened at that time. Qualification Statements will not be accepted by facsimile transmission or e-mail. The award of the contract shall be made after evaluation, by resolution of the governing body of the Borough of Rumson.

RESUME AND QUALIFICATION STATEMENT

Section 1. Qualification Statement for Wireless Communications Tower Management/Ownership Assumption Process Management Consultant shall provide the following information for evaluation by the Borough of Rumson Council.

a) Experience, qualifications and reputation in the field for the position sought.

b) Knowledge of the area of expertise for the position of Wireless Communications Tower Management/Ownership Assumption Process Management Consultant

c) Experience and knowledge of the Borough of Rumson and the Tower industry in New Jersey

d) Availability to accommodate any required meeting of the Borough

e) Designated support staff and location of firm's offices

f) Identification of any existing or potential conflicts of interest with regard to this engagement

g) References in general and in particular from other municipalities where the professional or contractor has provided similar services as sought by the Borough, including contact names, titles, and phone numbers

Section 2. Selection of the consultant shall be solely on the Borough of Rumson’s evaluation of the submitted material according to the criteria set forth in this document.

All proposals will be reviewed to determine responsiveness. Non-responsive proposals will be rejected without evaluation. For vendors that satisfy the minimum requirements, the Borough will evaluate proposals based on the following evaluation criteria, separate or combined in some manner, and not necessarily listed in order of significance.

a. Qualifications and experience of the individuals who will perform the tasks.

b. Experience and references related to the provision of the services to be provided.

c. Ability to perform the tasks in a timely fashion, including staffing and familiarity with the subject matter and the Borough of Rumson.

d. Location of primary office in relation to the Borough of Rumson.

e. Thoroughness and completeness of the applicant's submittal.

PROJECT SCOPE

The work to be performed under this proposal includes:

Consultation services for the assumption of ownership and commencement of management of the communications tower and facility located at 80 East River Road, Rumson, NJ 07760.

Consultation services shall consist of:

1. Thorough assessment of all existing leases and current lease terms.

2. Provide detailed recommendations to the Borough of Rumson officials regarding full range of bid and lease terms.

3. Administering preparation of bid specifications for the solicitation of bids from any entity wishing to lease space within the facility and/or on the tower either on a continuing or initial basis. The bid specifications for the lease of the facility shall be prepared in compliance with the laws of the State of New Jersey.

4. Administer post-bid detail negotiations for the final design/location of antennas and ground equipment of each successful bidder.

5. Prepare draft lease documents for each successful bidder and prepare final lease documents upon review and approval of Borough officials and each respective bidder.

6. Facilitate any on sight meetings of bidders and oversee/coordinate any antenna construction/relocation and/or equipment placement.

7. Confirmation that all new leases and lease terms have commenced and proper lease rates are being paid to the Borough of Rumson.

All documents submitted in response to this solicitation shall be available to the general public as required by the New Jersey Open Public Records Act, N.J.S.A. 47:1A-l et seq. The Borough will not be responsible for any costs associated with the oral and/or written presentation of the proposals. The Borough reserves the right to reject any and all written proposals, with or without cause, and waive any irregularities or informalities in the proposals. The Borough further reserves the right to make any such investigations as it deems necessary as to the qualifications of any and all vendors submitting proposals. In the event that all proposals are rejected, the Borough reserves the right to re-solicit proposals.

The proposal, at a minimum, should include the following: shall also be plainly marked on the front of the envelope.

▪ Qualifications Statement and Proposal - Resume and Qualifications Statement and Proposal shall be enclosed in a sealed envelope addressed to the Borough of Rumson with the front of the envelope plainly marked with the name and address of the individual or firm submitting the proposal. Wireless Communications Tower Management/Ownership Assumption Process Management Consultant shall also be plainly marked on the front of the envelope.

▪ New Jersey Business Registration Requirements - Business organizations or individuals doing business in New Jersey are required to register with the Department of the Treasury, Division of Revenue. Each individual or firm submitting a proposal shall submit a copy of its Business Registration Certificate with its proposal. FAILURE TO SUBMIT A COPY OF THE REQUIRED BUSINESS REGISTRATION CERTIFICATE WITH THE PROPOSAL SHALL RESULT IN THE REJECTION OF THE PROPOSAL.

▪ No proposals shall be accepted after the hour specified.

▪ Other information - Provide any additional information believed pertinent to the award of a contract for the position.

EVALUATION OF THE REQUEST FOR QUALIFICATION AND SELECTION

The Borough of Rumson reserves the right to accept the submission deemed most advantageous, price and other factors considered, by the governing body of the Borough of Rumson.

The following information will be taken into consideration during the evaluation process:

• Whether the applicant meets all qualifications and requirements identified in this Request for Qualifications and Proposal.

• The level of experience of the proposed firm in providing wireless telecommunications consulting services to governmental entities.

• The cost of providing services. It should be noted that cost of services is important to the governing body of the Borough of Rumson, but it is not necessarily the most critical factor in evaluating the individual or firm's suitability to provide consultant services for the Borough of Rumson.

Notice of Intent to Award a Contract under the

Sourcewell National Cooperative for

Construction Equipment

Borough of Rumson Notice of Intent to Award Contract under a National Cooperative Purchasing Agreement The Borough of Rumson intends to participate in the Sourcewell Cooperative Purchasing Program to contract with Allegiance Trucks to purchase an International Dump Truck. 

Information regarding the contract may be found on the Sourcewell website at: www.sourcewell-mn.gov and the Borough of Rumson municipal website at: www.rumsonnj.gov. The Borough of Rumson is already a member of the Sourcewell Cooperative Purchasing Program and anticipates using Contract #032824-NVS, contract term is from July 16, 2024 through July 9, 2028.

It is the intent of the Borough of Rumson to make a contract award to Allegiance Trucks pursuant to the proposal submitted in response to the Department of Public Works Superintendent.

Notice is hereby given that a Public Hearing will be held for the purpose of receiving comments on a 2025 Monmouth County Municipal Park Improvement Grant Program application to be submitted by the Borough of Rumson for the proposed Jumping Point Park Playground and Recreation Area Improvements Project at the foot of the Rumson-Sea Bright Bridge, Rumson, NJ 07760, also known as Block 80, Lot 1 and Block 143, Lots 1 & 2. The Public Hearing on the proposed improvement project will be held on Tuesday, July 1, 2025 at the Charles S. Notice is hereby given that the budget and tax resolution was approved by the COUNCIL MEMBERS of the BOROUGH of RUMSON, County of MONMOUTH on June 3, 2025. Please take notice that, pursuant to N.J.S.A.40:55D-13 of the Municipal Land Use Law (the ‘MLUL’), the Borough of Rumson Planning Board will conduct a public hearing at 7:30 p.m. on June 17, 2025 at the Charles S. Callman Hall Courtroom at Borough Hall, 80 East River Road, Rumson, New Jersey 07760 to hear public comment on the adoption of the Borough’s Fourth Round Housing Element and Fair Share Plan, which would amend the Borough’s Master Plan. After public comment, the Planning Board shall consider adoption of the Fourth Round Housing Element and Fair Share Plan by way of resolution.

The proposed Fourth Round Housing Element and Fair Share Plan was prepared in accordance with N.J.S.A. 40:55D-28(b)(3) of the MLUL and the mandatory requirements of a Housing Element under the recently amended New Jersey Fair Housing Act (P.L. 2024, c.2), relevant regulations of the New Jersey Council On Affordable Housing (“COAH”), and the Administrative Office of the Courts Directive #14-24. The Fourth Round Housing Element and Fair Share Plan also delineates the actions taken, and to be taken, by the Borough to create a “realistic opportunity” to satisfy its “fair share” of the regional need for affordable housing.

A copy of the proposed Fourth Round Housing Element and Fair Share Plan of the Borough’s Master Plan, and any other relevant documents, are on file for public inspection in the Borough of Rumson Borough Hall, 80 East River Road, Rumson, New Jersey 07760 between 8:30 a.m. and 4:30 p.m. Monday through Friday. Any party interested in commenting on the Fourth Round Housing Element and Fair Share Plan may do so at the public hearing or may submit written comments to the Planning Board prior to the public hearing date.
